Stating that someone should stop violating the tou or will be reported for violating the tou is not blackmail. If she had stated that he must purchase a crappy inactive ally or will be reported that would be blackmail or that he must reset or she would report him. Simply telling someone to cease prohibited conduct or authorities will be notified is nothing of the sort.
