yes they do give a percent bonus toward your stats. i think you can view it if you click on it but could be wrong cuz i never look lol.

i think most of them give different bonus amounts at different levels of the achievement

 

you have 4 % atk and defense and 4% spy and spy defense

 

All achievement bonuses give % values to stats.
None to plunder so far.
