I always had allies with att/def bonus >spy att/def, which is normal. Then all of a sudden, my att/def from allies became significantly less than spy att/def bonus. I don't know what happened.

There is no max plunder bonus for stealing. Amount taken per steal is based on your spy % (of full), the strength of your target relative to you, and if they're running sdp (and if so, which ones)
