Towers are optional almost with a ps/ps1 build and require minimal towers aswell if you want a seasoned war clan. To answer your question SOS in LL max them 1st. Vol in Hl to lvl3, lvl4 is horrible ug at the moment. Trees in HF. Toss in 2-3 towers on HF if you want to war or a few on HL your choice. Happy kawing
