Depends on what kind of build your interested in

 

So you want to be a troop build

 

In your tier two troop buildings the war cathedral generates the most gold, when you get to tier 3 it's the summoning circle

 

Also a the total value of the allies you have acquired affects the amount of plunder bonus you get on a successful troop attack

 

And as a general rule of thumb I prefer to keep my total ally value above the value of my next land to stay at max plunder
