First: Attack and Assassinate Usaris's Mace (It Regenerates 1500 points every 2 minutes) & Use Item Scroll of the Mage's Eye on Sol Spell (It Regenerates 480 points every 3 minutes) Second: Attack and Assassinate Attack & Assassinate Health while keeping Sol Spell and Usaris's Mace at zero. Mission Completion: Usaris is struck down, his tyrannic rule has ended. Your kingdoms rejoice in triumph at his defeat.
