Heres what i propose:
Instead of using your current build in individual wars, create an entirely separate kingdom (or just a new land, if you will) where you can freely build whatever build you'd prefer to war as. Same thing for allies. This would cost a minimal amount, perhaps relative to your build size.

There would be a cap on the total cs you could build, made up of the sum of building stats and ally strength, with ally strength being taken into account 1.5x more. (Imagine a cap of 10mcs, you could have 10mcs buildings and no ally stats, or 5mcs buildings and 3.333..mcs ally stats)

You would then have different caps on different days. One day it would be 10m, then 100m, then 1000m.

Of course this also demands fixes like making sure allies count towards build size properly.

Pros: With this system, everyone who wants to could participate in wars, and only skill would decide who comes out on top. Additionally, wars would no longer interfer with eb builds, and you would no longer need to worry about incredibly uneven rosters.

Cons: this would make muling and casting alts easier, as a fix to this id like to see the ps open gold mechanic removed, and a minimum of 14 days played on an account to be able to sign up for war. Additionally, harsh punishments for those found guilty of muling/casting alts to leak.

good concept , problem being what happens to all the people who have already been building towers for billions/trillions making their builds for EE/OSW ready only to have your idea come true and need to rebuild on the new lands

It would not be too complicated to implement if you could use your building tokens for a certain period (around matchup time) without them diminishing in number. That fixes the issue of changing builds.
Once the war is over your old build returns.

This however does not fix match up issues which are the real issue with war.

To do that you need to consider what if fair not just to people with few charms and allies but also to those people who have worked hard to accumulate them.

Maybe we need to be able to select only 10 or 20 charms that will work in war. Not stacks; individual charms. That might keep a decent balance.

With this system you would always have identically stacked rosters in terms of stats, so yeah it would fix matchup issues.

I forgot to add this to this thread, but charms and equipment would not have any effect in this war type.

My vision is a system with eight sliders, att, att def, spy, spy def and the same for allies. Changing any slider would cost a minimal amount, relative to your build size.

To reward those who have spent a lot of time on their war build, keep some old wars around?
